Zusammenarbeit als Motor für die digitale Transformation? Die Implementation von Servicekonten in der deutschen Kommunalverwaltung

Abstract

Die Frage nach der Bedeutung von Zusammenarbeit innerhalb des öffentlichen Sektors stellt noch immer ein Desiderat der E-Government Forschung dar. Bisher gibt es nur wenig empirische Evidenz dazu, wie Kollaboration innerhalb der öffentlichen Verwaltung sich auf die Entwicklung von E-Government auswirkt. Am Beispiel der Implementation von Servicekonten befasst sich der Artikel mit der Bedeutung von verschiedenen Formen der Zusammenarbeit - vertikal vs. horizontal und intra- vs. inter-organisational - für die Einführung von E-Government-Maßnahmen in der deutschen Kommunalverwaltung. Die Analyse zeigt auf Grundlage einer deutschlandweiten Kommunalbefragung aller Kommunen mit mehr als 10.000 Einwohner*innen, dass insbesondere vertikale Formen der Zusammenarbeit, in Form von politischer Unterstützung, die Einführung von Servicekonten fördern. Die Erwartung einer Bereitstellung von IT-Basiskomponenten durch das Land sowie die Unterstützung der politischen Führung der Kommune erweisen sich als wichtige Einflussfaktoren.

Investigating the role of collaboration within the public sector is still a desideratum of e-government research. So far, there is few empirical evidence on how collaboration within the public sector affects the development of e-government. This article uses the example of the implementation of service accounts to examine the significance of different forms of collaboration - vertical vs. horizontal and intra- vs. inter-organizational - for the introduction of e-government measures in German local government. Based on a nationwide survey of all municipalities with more than 10,000 inhabitants, the article concludes that vertical forms of organizational collaboration, in terms of political support, in particular promote the introduction of service accounts. The expectation of being supplied with basic IT components by the federal states as well as the support of the political leadership of the municipalities turned out to be important drivers for the implementation of service accounts.
