Judith Shklar's "liberalism of fear" is often interpreted as a night watchman's version of liberalism. In contrast to this interpretation, I will concentrate on the "social democratic“ strains of Shklar's liberalism. Furthermore, I will argue that these strains are closely linked with Shklar’s interpretation of skepticism. In her early work, Shklar sees historical skepticism as the most convincing theoretical answer to the pitfalls both of cultural pessimism and an illusionary belief in progress. For Shklar's later political skepticism two traits are constitutive: First, I take Shklar's skepticism, following Hugo Friedrich's terminological suggestion, as aiming not to shed doubt on reality ("zersetzend"), but as trying to disclose ("erschließend") hitherto unknown possibilities of cruelty and injustice. Second: To justify her political skepticism, Shklar follows the model of a "negative justification" (A. Margalit) beyond relativism and foundationalism. Skepticism, understood in this way, has a natural affinity to a liberalism with strong social democratic inclinations. Thus, Shklar's "liberalism of fear", based on a historical and political skepticism, culminates finally in a "social democracy of fear" (T. Judt).... view less
