Riskante Ausnahmen: Zur Performativität kommunikativer Grenzziehungen zwischen politischer Ausnahme- und Normalzeit

Abstract

Das zeitliche Verhältnis von Ausnahme und Normalität wird typischerweise mit dem Topos einer temporären Unterbrechung und Wiedereinsetzung eines dauernden Zeitstroms beschrieben. Diesem zeittheoretisch unterkomplexen Verständnis setzt der Beitrag eine systemtheoretische Perspektive entgegen, die nach der wechselseitigen Konstitution von Normal- und Ausnahmezeit fragt. Normalität und Ausnahme werden als Einheit einer kommunikativen Unterscheidung erfasst, die einerseits mittels spezifischer Bezugnahmen auf Vergangenheit und Zukunft operiert und andererseits mit jedem Erscheinen eine neue Gegenwart konstruiert - und damit unweigerlich in eine temporale Paradoxie gerät. Auf dieser Grundlage wird sodann auf die Semantik des Risikos reflektiert, mit der in der Gegenwartsgesellschaft mögliche Schadensfälle symbolisch hergestellt und die Notwendigkeit von präventiven Ausnahmen begründet werden. Dabei wird gezeigt, dass mit einer risikobezogenen Ausnahme eine Gegenwart hervorgebracht wird, die in zeitlicher, sachlicher und sozialer Hinsicht durch spezifische politische Konfliktdynamiken gekennzeichnet ist, die sich mit einer system- und zeittheoretischen Perspektive systematisch auf ihre Problematiken und Potenziale hin analysieren lassen.

The temporal relationship between exception and normality is typically described with the topos of a temporary interruption and restoration of a permanent flow of time. This article contrasts this simplistic understanding the unity of a communicative distinction that, on the one hand, operates by means of specific references to past and future and, on the other hand, constructs a new present with each appearance - by which it inevitably stumbles into a temporal paradox. On this time-theoretical basis, the article will then reflect on the semantics of risk, with which in contemporary society possible damages are symbolically produced and the necessity of preventive exceptions is justified. lt will be shown that a risk-related exception produces a present that, in temporal, factual and social terms, is characterised by specific politicalconflict dynamics which can be revealed by a systems and time-theoretical perspective.
