Time to Deliver: What the Loss and Damage Fund Needs to Bring to the Most Vulnerable

Abstract

Gleich am ersten Tag der Verhandlungen bei der 28. Weltklimakonferenz in Dubai wurde die Operationalisierung des Fonds für Schäden und Verluste beschlossen. Dies ist ein Durchbruch in den Bemühungen, die von Klimafolgen besonders betroffenen Entwicklungsländer zu unterstützen. Gemeinsam mit den Gastgebern, den Vereinigten Arabischen Emiraten, hat Deutschland den Fonds finanziell angeschoben und so eine ungewöhnliche Koalition gebildet, die China und andere nicht-traditionelle Geber dazu drängt, sich auch zu beteiligen. Um den Vulnerabelsten zu helfen, muss der Fonds klimabedingte Migration adressieren.

The operationalization of the Loss and Damage Fund on the first day of the international climate negotiations in the United Arab Emirates (COP28) marks a breakthrough in efforts to assist developing countries burdened by climate impacts. Together with the host country, Germany kickstarted the fund, creating an unusual coalition pressuring China and other non-traditional donors to pledge as well. To be accountable to the most vulnerable, funding arrangements need to respond to the needs of people who are marginalized by their own governments – and particularly to the divisive issue of climate migration.
