Ende der 1990er Jahre gewinnt in der Schweiz das integrationspolitische Reformkonzept der "Interkulturellen Öffnung der Verwaltung" an Bedeutung. Damit soll zum einen der Zugang der ausländischen Bevölkerung zu Dienstleistungen öffentlicher Einrichtungen verbessert, zum anderen der chancengleiche Zugang zu Arbeitsstellen im staatlichen Sektor gewährleistet werden. Unsere genealogische Analyse des Verwaltungsdiskurses zeigt, wie die institutionelle Logik der "Interkulturellen Öffnung" im Zeichen einer modernen Verwaltungsführung managerial adaptiert und in Verbindung mit Diversity Management produktiv gewendet wird. Die "Interkulturelle Öffnung" folgt nun einem pragmatischen Effizienzdenken und einer unternehmerischen Logik, um letztlich den Umgang mit einer ausländischen Kundschaft effektiver und effizienter zu gestalten. At the end of the 1990s, the integration policy programme of "intercultural opening of the administration" gained in importance in Switzerland. This should improve the foreign population's access to public institutions and ensure equal access to jobs in the state sector. Our genealogical analysis of the administrative discourse shows how the institutional logic of "intercultural opening" is managerially adapted in line with modern administrative management and productively applied in connection with diversity management. The "intercultural opening" now follows a pragmatic efficiency approach and an entrepreneurial logic in order to ultimately make dealing with a foreign clientele more effective and efficient. The integration policy objectives of equal opportunities and antidiscrimination are being pushed into the background.... view less
