Der Beitrag untersucht mögliche Auswirkungen der breiten Öffentlichkeitsbeteiligung im neuen Planungs- und Zulassungsverfahren für Hoch- und Höchstspannungsnetze. Die Ausgangshypothese ist, dass die zahlreichen Beteiligungsmöglichkeiten nicht zur erhofften Legitimierung der Planungs- und Zulassungsverfahren beitragen, sondern im Gegenteil zu Enttäuschung und Frustration bei den Teilnehmern führen, da Beteiligungserwartungen und -möglichkeiten auseinanderfallen. The paper analyzes possible outcomes of the multilevel civic participation system in the new planning procedures for Germany's electricity transmission system. The basic assumption is that the different participation opportunities do not improve the legitimacy of the planning procedures. Instead they lead to frustration and anger on the side of the citizens because there is a huge gap between their expectations on participation and the limitations of participation opportunities.
