Städte spielen als Verursacher des Klimawandels eine zentrale Rolle für die Umsetzung von Klimaschutzmaßnahmen. Lokaler Klimaschutz stellt sich politisch als Multilevel Governance-Problem dar, in dem Städte zunehmend den überlokalen Handlungsraum zur Realisierung und Begründung klimapolitischer Maßnahmen nutzen. Dieser Artikel dient der Erarbeitung eines Analyserahmens überlokalen Handelns und wendet diesen auf Handlungsorientierungen kommunaler Klimaakteure an. Neben der Analyse städtischer Dokumente greift die Anwendung des Analyserahmens insbesondere auf qualitative Interviews zurück, die in den drei Untersuchungsstädten Frankfurt, München und Stuttgart geführt wurden.... view less

As originators of climate change, cities play a central role in the implementation of measures dealing with this global problem. Local climate change mitigation constitutes a multilevel governance problem as cities resort to the trans-local action space to facilitate implementation and justification of mitigation efforts. This article introduces an analytical framework for the trans-local action of cities and applies it to action orientations of actors in local climate policy.
