Ausgehend von den bereits 1979 in Wageners Realanalyse aufgestellten Thesen analysiert dieser Beitrag die Entwicklung des deutschen öffentlichen Dienstes. So gilt es Wageners Forderungen nach Entfeinerung der Verwaltungsregelungen, Aufgabenbündelung bei Hauptverwaltungseinheiten sowie nach juristisch vorgebildeten Verwaltungsfachleuten auf ihre Umsetzung zu überprüfen. Zentrale Pfeiler der Untersuchung bilden aber auch der von Wagener noch nicht vorhergesehene „Megatrend“ der Privatisierung sowie die schwerwiegenden Auswirkungen von Europäisierung, Managerialisierung und demographischer Entwicklung. Bedeutenden Einfluss nahmen aber auch äußere Bedingungen wie Migration und die symbiotische Konnexion zur Politik sowie jüngst die Föderalismusreform I. Nach einem Perspektivenwechsel wendet sich der Autor den zukünftigen Entwicklungen des öffentlichen Dienstes zu, insbesondere den Änderungen durch DNeuG und BeamtStG, der Förderung von Mobilität und Leistungsbesoldung, dem Recht auf Fortbildungsmaßnahmen sowie dem Wettbewerb um Nachwuchskräfte. Ausblickend werden alternative Verwaltungsmodelle innerhalb der EU aufgezeigt, deren besondere Bedeutung für die künftige Entwicklung des deutschen öffentlichen Dienstes angesichts der fortschreitenden Abhängigkeit der deutschen öffentlichen Verwaltung und ihres Personals von der Politik und der Verwaltung der EU als wegweisend gelten muss.... view less

Incipient with the theses set up by Wagener in his analysis in 1979, this article deals with the enhancements of the german public service. Firstly the author focuses on Wageners calls for simplification of Germany's administrative laws, for centralisation of administrative tasks at the main administrative units and for law experts in administrative offices, and examines their realisation. The key aspects of the retrospective main part are the privatisation and as an implication of that the regulative administration, the trend to economically guided administration, the Europeanisation of the public service and the demographic trend. Equally discussed are the effects of migration, the harmonisation of the two-lane system of the public service in Germany, the Föderalismusreform I (federalism reform), and the symbiosis of politics and public service. After a perspective change the article focuses on the prospective developments, such as the modifications introduced by the DNeuG and the BeamtStG, the consequences of advancing mobility, the introduction of the principle of efficiency, the right to further education aswell as the competition concerning the recruitment of high-qualified offspring. Finally the author deals with alternative administratition schemes within the EU and predicts a growing dependence on European administration and politics.... view less
