Mitte der 1990er Jahre hat das New Public Management (NPM) die Schweiz erfasst. Mittlerweile ist die wirkungs- und effizienzorientierte Verwaltungsführung zum festen Bestandteil der Verwaltungsreformen in Bund, Kantonen und Gemeinden geworden. Die Kantone nehmen dabei eine Vorreiterrolle ein. Auf Gemeindeebene ist der Einführungsgrad stark grössenabhängig. Auf Bundesebene ist das Umsetzungspotenzial noch nicht ausgeschöpft. Der nachfolgende Beitrag beleuchtet diese Reformen aus staats- und verwaltungsrechtlicher Sicht. Er zeigt in geraffter Form auf, inwiefern sich aus den staatstragenden Grundwerten Möglichkeiten und Grenzen einer Umsetzung von NPM ergeben und welche Anforderungen an die Organisation und Steuerung von Parlament, Regierung und Verwaltung zu berücksichtigen sind.... view less

In the mid-1990s, New Public Management (NPM) spread throughout Switzerland. In the meantime, this goal- and efficiency-oriented administrative management style has become a fixed component of administrative reforms on the national, cantonal, and municipal levels. The cantons have assumed a leading role in this. On the municipal level, the degree of implementation is highly dependent upon size. On the national level, the potential for implementation has not yet been exhausted. The following paper highlights these reforms from the perspective of constitutional and administrative law. In brief, it shows the extent to which opportunities and limitations for implementing NPM are derived from the basic values undergirding the state and which demands on the organization and steering of parliament, government, and administration must be considered.... view less
