In dem Aufsatz wird der Frage nachgegangen, inwiefern die ca. 78.000 hauptamtlichen MfS-MitarbeiterInnen verstrickt waren in die Repressionsmechanismen ihres Ministeriums. Die Datenbasis bildeten über 70 mittels rekonstruktiver Verfahren ausgewertete qualitative Interviews mit ehemaligen MfS-Angehörigen. In Anlehnung an die berühmte These von Hannah Arendt wird argumentiert, dass es eine 'Banalität der Stasi' gab. Demnach beruhte die hauptamtliche Stasi-Mitarbeit darauf, dass sich die Angehörigen des MfS freiwillig-willentlich und politisch-ideologisiert einer Institution unterwarfen, in der es zur Normalitätserwartung gehörte, dass der Staat in die Privatsphäre von Personen massiv eingreifen und gegen alternative Lebensentwürfe (jenseits der offiziös proklamierten 'sozialistischen Persönlichkeit') vorgehen durfte. Eine weitere Strukturbedingung jener 'Banalität der Stasi' war der hochgradig bürokratisch und konspirativ-geheimdienstlich organisierte militärische Dienstalltag im MfS. Die Angehörigen waren jeweils zuständig für nur einen relativ kleinen, abgetrennten Arbeitsbereich innerhalb dieser Riesen-Institution. Ihre indoktrinierte Grundhaltung war, die übertragenen Arbeitsaufgaben mit sozialer Distanz zu und ohne Empathie gegenüber den drangsalierten Personen zu verrichten. Durch diese systematisch erzeugte fragmentierte Verantwortlichkeit konnten kognitive Dissonanzen und moralische Gewissensprobleme bei den Hauptamtlichen minimiert werden. This paper examines the extent to which the approximately 78,000 full-time employees of the Ministry for State Security (MfS or 'Stasi') were involved in the ministry's repressive mechanisms. The paper's data basis encompasses more than 70 qualitative interviews with former MfS members, evaluated by means of reconstructive methods. Following Hannah Arendt’s famous thesis, it is argued that a ‘banality of the Stasi’ is evident. According to this thesis, the complicity of full-time Stasi employees was based on the fact that they voluntarily and willingly submitted themselves to a political-ideological institution in which the normal expectation was that the state may legitimately intervene massively in the private sphere of all individuals and take action against those embarking on non-confirming biographical paths (thus bucking the officially sanctioned ‘socialist personality’). Another structural condition of that 'banality of the Stasi' was the highly bureaucratic and conspiratorialsecretive organization of everyday military service in the MfS. Each member was responsible for only a relatively small, separate area of work within this giant institution. Their indoctrinated, fundamental attitude was to perform their assigned work tasks with social distance to and without empathy for the persons they were spying on and harassing. This systematicallygenerated fragmentation of accountability minimized cognitive dissonance and problems of conscience among the officers principally responsible for the daily work of repression.
