Vagheiten und Visionen. Biografische Professionalisierungsprozesse bei Frauen in Leitungspositionen in der ostdeutschen Wohlfahrtspflege

Abstract

Der Artikel handelt in theoretischer Perspektive von der Relation zwischen Biografie und Institution, basierend auf empirischen Ergebnissen einer biografischen Studie über Frauen in Führungspositionen der politischen Institution Wohlfahrtspflege. Nach dem Zusammenbruch der DDR und deren politischer Institutionenordnung wird mit der deutschen Vereinigung das bundesdeutsche Institutionensystem auf den Geltungsbereich der neuen Bundesländer ausgedehnt. Dabei kommt der freien und öffentlichen Wohlfahrtspflege bei allen Frauen die Bedeutung eines biografisch begründeten Handlungstableaus zu. Zugleich ist zum Verständnis des Handelns der Frauen als strategische Akteure des Institutionenbildungsprozesses die theoretische Perspektive von "professions in process" (STRAUSS 1991) hilfreich. Vier empirische Typen konnten herausgearbeitet werden. Jeder der vier Handlungstypen repräsentiert diejenige biografische Prozessstruktur, die durch den Institutionalisierungsprozess der öffentlichen/freien Wohlfahrtspflege unterstützt oder neu belebt wird. Langfristig gesehen kommt es jedoch lediglich in den Fällen zu einer sich wechselseitig stabilisierenden Verknüpfung von Biografie und zu institutionalisierendem Handlungsfeld, bei denen eine politische oder moralische Mission ein konstitutiver Bestandteil eines biografischen Emanzipationsprozesses ist und die Frauen infolgedessen einen professionellen Habitus ausbilden.

The theoretical focus of this article which is based on empirical findings of a biographical study about women in leadings positions in social welfare in East Germany is on the relationship between biography and institution. After the breakdown of the German Democratic Republic and its political institutional order, the West German institutional system was extended into the domain of the new federal states. All women experienced the field of private and public social welfare as a biographically grounded sphere of action. At the same time the theoretical perspective of "professions in process" (STRAUSS, 1991) is helpful to understand the women as strategic actors in the process of constructing new institutions. It was possible to discover four empirical types. All of these types represent distinct biographical process structures which are supported or stimulated by the processes of institutionalization in the field of private and independent social welfare. However, in the long run a mutually stabilizing nexus of biographies and institutionalized fields of action is only possible in those cases in which a political or moral mission is a constitutive part of a biographical process of emancipation and in which the women develop a professional habitus.

El enfoque teórico de este artículo, que se basa en los resultados empíricos de un estudio biográfico acerca de la mujer con posiciones líderes en el bienestar social en Alemania del Este, es la relación entre biografía e institución. Después de la desintegración de la República Democrática Alemana y su orden político institucional, el sistema institucional de Alemania Occidental se extendió al ámbito de los nuevos estados federales. Todas las mujeres experimentaron el campo del bienestar social público y privado como una esfera de acción biográficamente fundada. Al mismo tiempo, la perspectiva teórica de las "profesiones en proceso" (STRAUSS 1991), es útil para comprender a las mujeres como actores estratégicos en el proceso de construcción de las nuevas instituciones. Es posible descubrir cuatro tipos empíricos. Todos estos tipos representan distintas estructuras de procesos biográficos que reciben el apoyo o estímulo de los procesos de institucionalización en el campo privado e independiente del bienestar social. Un nexo mutuamente estabilizador de biografías y campos institucionalizados de la acción a largo plazo, sin embargo, sólo es posible en aquellos casos en los que una misión política o moral es parte constitutiva de un proceso biográfico de emancipación, en el cual las mujeres desarrollan un habitus profesional.
