%X After the break-up of the Soviet Union, expressions such as the "brotherhood of Azerbaijan and Turkey" and "one nation, two states" found resonance in both countries. Here, we highlight how societal ties are most active on the discursive nationalist level but not independent of state influence - the reach of which extends to Azerbaijani diaspora organizations in Turkey.
