Policy discussions, which could once be held in a neutral or technocratic register, are increasinglysuffused with illiberal legitimating and justifying language, which suggests the further integration ofilliberal ideology into the worldviews of a broader cohort of Russian public figures, intellectuals, and loyalistprofessionals.
