Anfänge modernen demokratischen Denkens in der Englischen Revolution: Eine Abgrenzung gegenüber Republikanismus und Liberalismus

Abstract

Gegenüber der mittlerweile recht umfassenden Aufarbeitung der liberalen und republikanischen Denktradition in der Moderne ist die nach wie vor herrschende Ungenauigkeit des Demokratiebegriffs beziehungsweise die fehlende Aufarbeitung einer spezifisch demokratischen Denktradition erklärungsbedürftig. Mein Ansatz besteht daher darin, diese in einer Frühphase, während der Englischen Revolution, zu untersuchen, um an diesem Beispiel die Ausdifferenzierung zwischen dem demokratischen Denken auf der einen Seite und republikanischen und liberalen Ansätzen auf der anderen Seite hervorzuheben. In der darzustellenden Traditionslinie wird Demokratie nicht nur unter dem republikanischen Theorem einer Legitimation der Regierung durch Wahl und einer Verpflichtung auf das Gemeinwohl betrachtet, sondern als umfassende Integration und Partizipation der Bürger*innen an Regierung, Justiz und Verwaltung, um Freiheit und Gleichheit nicht nur als (liberalen) individuellen Rechtsgrundsatz zu verteidigen, sondern als politische Teilhabe von Bürger*innen auf allen Ebenen des Staates.

Compared to the meanwhile quite comprehensive reappraisal of the liberal and republican tradition of thought in modern times, the still prevailing imprecision of the concept of democracy, respectively the missing reappraisal of a specifically democratic tradition of thought, is in need of explanation. My approach therefore consists in examining the democratic tradition of thought in an early phase, during the English Revolution, in order to use this example to highlight the differentiation between democratic thought on the one hand and republican and liberal approaches on the other. In the line of tradition to be presented, democracy is not only considered under the republican theorem of a legitimation of government by election and a commitment to the common good, but as a comprehensive integration and participation of citizens in government, justice and administration, in order to defend freedom and equality not only as a (liberal) individual legal principle, but as a political participation of citizens at all levels of the state.
