In einer politisch-soziologischen Tour d'Horizon beschreibt der Essay, wie aus gesellschaftlichen Erwartungen und Vorstellungen heraus deliberative Formate, wie etwa Planungszellen, Bürgerräte, Citizens Juries oder Deliberative Polls, sich verbreitet und etabliert haben. Sie sind damit zu einer dauerhaften Form politischer Repräsentation geworden. Während viele Beiträge zu diesem Wandel die Rolle der Institutionen und Repräsentationsdefizite in parlamentarischen Regierungssystemen thematisieren, liegt der Akzent des Arguments anders: In der politischen Gesellschaft haben sich die Vorstellungen davon verändert, wie Bürger:innen repräsentiert werden wollen. Deliberative Formate, deren Ausdifferenzierung und deren Verbreitung reagieren auf diese veränderten Bedarfe und Vorstellungen, also auf das Verlangen in der politischen Gesellschaft. In a politico-sociological tour d'horizon, the essay describes how deliberative formats such as planning cells, citizens' councils, citizens' juries, or deliberative polls have spread and became established out of social expectations and ideas. They have thus become a permanent form of political representation, which will persist. While many contributions on this development focus on the role of institutions and representational deficits in systems of government, the emphasis of the argument is different here: In political society, the ideas of how citizens want to be represented have changed. Deliberative formats, their differentiation and their dissemination react to these changed needs and ideas, i. e. to the demands in political society. They are thus responsive, rather than an expression of institutional problems.... view less
