Kooperationsbeziehungen in kommunalen Präventionsgremien – von der qualitativen Sozialforschung vernachlässigt?

Abstract

Qualitative Studien über die verschiedenen Kooperationsmodelle, die im Handlungsfeld der kommunalen Kriminalprävention in den letzten Jahren in den deutschen Städten und Gemeinden entstanden sind, gibt es nur wenige. Qualitative Methoden sind jedoch prädestiniert, die Interessenskonflikte und Aushandlungsprozesse, die in solchen Expertengremien anzutreffen sind und die Zusammenarbeit erschweren und im schlimmsten Fall blockieren, zu identifizieren und zu analysieren. Mit ihrer Hilfe können die "weichen" Erfolgsfaktoren und die strukturellen Bedingungen für funktionierende Kooperationen herausgefiltert und zur Diskussion gestellt werden. Ziel des Beitrags ist es zu zeigen, dass es notwendig ist, intensiver als bisher das "Innenleben" von Kooperationsgremien mit qualitativen Methoden zu untersuchen.

There are very few qualitative studies about the different models of cooperation founded in the last years in the field of community crime prevention in Germany. Qualitative methods are helpful in identifying and in analyzing the conflicts in interest and the negotiation process that takes place among the local institutes. The conflict in interest makes it difficult to work together and in the worst case it can completely block cooperation. With the help of qualitative methods, the soft skills and structural requirements for successful cooperation can be identified and discussed. The aim of this article is to show that it is necessary to examine the "inner life" of cooperation especially in crime prevention committees by using qualitative methods and with more rigor than in the past.

Hay muy pocos estudios cualitativos sobre los diferentes modelos de cooperación financiada en los últimos años en el campo de prevención comunitaria del crimen en Alemania. Los métodos cualitativos son útiles identificando y analizando los conflictos de intereses y el proceso de negociación que tienen lugar entre las instituciones locales. El conflicto de intereses hace difícil trabajar juntos y, en el peor de los casos, puede bloquear completamente la cooperación. Con la ayuda de métodos cualitativos, pueden identificarse y discutirse las habilidades necesarias y los requisitos estructurales para una cooperación exitosa. El objetivo de este artículo es mostrar que es necesario examinar la "vida interna" de la cooperación sobre todo en los comités para la prevención del crimen utilizando métodos cualitativos y con más rigor que en el pasado.
