On the assumption that up-to-date delimitations of planning areas are necessary in order to ensure effective regional planning, the paper criticizes the present delimitation of three spatial categories used by the Bavarian regional planning system: planning regions, areas with special need for action, rural areas. Proposals are suggested for new delimitations respectively new definitions of these three spatial categories. Regarding the planning regions, a merger is proposed with the government districts. Both of them would partially have to be newly demarcated and defined. Individual solutions as administrative and planning regions of their own are suggested for the two metropolitan regions of Munich and Nuremberg. The official demarcation of rural areas and of areas with special need of action should be given up in future because of the problem to clearly define them respectively of their ambiguity. Instead, the establishment of new spatial categories is suggested which should be problem-oriented and suitable for development programs.... view less
