Die landesplanerische Ausweisung zentraler Orte in Bayern und Ansätze zu deren Überprüfung - Es geht auch anders: weniger und trotzdem erreichbar

Abstract

Der Beitrag zeigt den Verlauf der landesplanerischen Ausweisung Zentraler Orte in den Landesentwicklungsprogrammen Bayerns auf und stellt erstens fest, dass die Anzahl der Zentralen Orte insgesamt drastisch zugenommen hat. Zusätzlich ist als zweiter Prozess eine kontinuierliche Aufstufung Zentraler Orte festzustellen. Eine Zurücknahme der Ausweisung oder eine Herabstufung erfolgte seit der erstmaligen Ausweisung Zentraler Orte nie. Der dritte Prozess ist eine erhebliche Zunahme von Doppel- und Mehrfachzentren, die nach Bayerischem Landesplanungsgesetz nur als Ausnahme ausgewiesen werden sollen. Ausgehend von der Festlegung Zentraler Orte im Landesentwicklungsprogramm 2018 werden Ansätze zur Überprüfung ihrer Ausweisung vorgestellt. Nach den sich gegenseitig mit sehr großer Übereinstimmung bestätigenden Ergebnissen dieser empirisch fundierten Analysen erscheinen als Szenario eine Reduzierung der Anzahl Zentraler Orte um etwa die Hälfte und Abstufungen in erheblichen Umfang auch unter Berücksichtigung der Erreichbarkeit geeignet, die Funktionalität der Zentralen Orte sicherzustellen. Es ist deshalb dringend erforderlich, bei der Fortschreibung des Landesentwicklungsprogrammes die Ausweisung Zentraler Orte im Sinn einer Neuorientierung der Raumordnung durch die Landesplanung zu überprüfen.

The article shows the course of the state planning designation of central places in the state development programs (LEP) of Bavaria and states firstly that the number of central places has increased drastically overall. Additionally, as a second process, a continuous upgrading of central places can be observed. There has never been a withdrawal of designation or downgrading since central places were first designated in the LEP. The third process is a considerable increase of double and multiple centers, which are to be designated only as an exception according to the Bavarian Spatial Planning Act. Based on the designation of central places in the LEP 2018, approaches to evaluate their designation are presented. According to the mutually confirming results of these empirically based analyses which are very highly consistent, a scenario of reducing the number of central places by about half and gradations to a considerable extent also considering accessibility appear suitable to ensure the functionality of the central places. It is therefore urgently necessary to evaluate the designation of central places in the sense of a reorientation of spatial planning by the state planning in the update of the LEP.
