Central Asia's emergence into independence necessitated adapting higher education systems originally intended to train state cadres to the new realities of the free market and globalisation. Transnational higher education institutions (TNHEIs) - institutions that provide higher education services and award higher education degrees either from foreign institutions or via foreign pedagogical systems - have been at the forefront of reform. Arguably, a 'boom' of TNHEIs has been occuring in the region: as of 2021, there are at least 67 TNHEIs across the five Central Asian republics. Beneath the surface, though, are numerous problems, as TNHEIs struggle to sustain themselves and provide quality education, while local governments pursue discordant strategies that complicate the situation.... weniger
