Wohnen in Kleinstädten - zwischen Potenzial- und Problemheuristiken

Abstract

Obwohl Wohnen als zentrales Merkmal und Ressource von Kleinstädten verstanden wird, ist die kleinstadtbezogene Wohnforschung von erheblichen Lücken und Komplexitätsreduktionen geprägt: Der wissenschaftliche Begriffsapparat ist durch eine großstädtische Brille entstanden und bildet kleinstädtische Lebenswelten kaum ab. Zudem folgt die Wohnforschung zu Kleinstädten häufig praxispolitischen Fragestellungen, von der Wohnraumvorsorge bis zur Revitalisierung der Innenstädte, und ist von wenig geprüften Mythen über die Besonderheiten von Kleinstädten beeinflusst. Dazu gehören die spezifische Wohn- und Lebensqualität oder der von Nachbarschaftlichkeit geprägte Sozialraum. Diesen Annahmen entgegen stehen Forschungserkenntnisse, die die Unterschiedlichkeit der Wohn- und Lebenssituationen in Kleinstädten und die unterschiedlichen Entwicklungsdynamiken in den Blick nehmen. Sie machen deutlich, dass weitere differenzierte, vergleichende Analysen - u. a. zu Wohnstandortentscheidungen sowie zu Entwicklungspfaden von Stadtteilen oder residentieller Segregation - erforderlich sind, die hier kursorisch erörtert werden sollen.

Although housing is understood as a central attribute and resource of small towns, housing research in small towns is characterised by considerable gaps and simplifications. The scientific conceptual framework was developed with a focus on the city and hardly represents small towns at all. Furthermore, housing research into small towns often pursues policy issues ranging from housing provision to the revitalisation of the town centres and is influenced by largely unsubstantiated myths about the peculiarities of small towns. These include notions about specific housing attributes, quality of life and the neighbourliness of social space. These assumptions are challenged by research findings about the diversity of housing situations and life in small towns and the different dynamics of development. They reveal that further differentiated, comparative analyses are required, for instance of residential location decisions, development paths of urban districts, and residential segregation, which are briefly discussed here.
