Nichts Besonderes: Bundesdeutsche Rüstungsexporte nach Israel in der sozialliberalen Ära (1969-1982)

Abstract

Auf breiter empirischer Grundlage überprüft der Aufsatz das gängige Bild, aus historischer Verantwortung habe die Bundesrepublik Deutschland den Staat Israel schon immer besonders großzügig mit Waffen beliefert. Im Fokus steht die Rüstungs­exportpolitik der sozialliberalen Bundesregierungen unter Willy Brandt und Helmut Schmidt. Anhand interner Regierungsakten sowie auch internationaler Datenbanken der Friedensforschung wird in komparativer Perspektive untersucht, welche Rüstungstransfers von 1969 bis 1982 mit Bonner Zustimmung an Israel und andere Empfängerländer gingen. Der jüdische Staat, so zeigt sich, genoss als Abnehmer westdeutscher Militärware keineswegs eine bevorzugte Stellung - nicht einmal im Vergleich zu arabischen Ländern, mit denen er sich im Kriegszustand befand. Was den Bonner Kurs auf diesem Feld bestimmte, war nüchternes politisches und ökonomisches Eigeninteresse, nicht das Postulat, wegen des Holocaust gegenüber Israel in besonderem Maße verpflichtet zu sein. Der Befund sensibilisiert für die Brüche in der Geschichte der deutsch-israelischen Beziehungen, auch für die Zusammenhänge zwischen Erinnerungskultur und Außenpolitik, die in der Bundesrepublik erst ab Anfang der 1980er-Jahre stärker zum Tragen kamen.

On a broad empirical basis, the article challenges the common notion that the Federal Republic of Germany, out of historical responsibility, has always been particularly generous in supplying the State of Israel with weaponry. The focus is on the arms export policy of the SPD/FDP federal governments under Willy Brandt and Helmut Schmidt. Using internal government files as well as international peace research databases, the study examines in comparative perspective which arms transfers went, with Bonn's approval, to Israel and to other countries between 1969 and 1982. The Jewish state, as it turns out, by no means enjoyed a privileged position as a recipient of West German military goods - not even compared to Arab countries with which Israel was in a state of war. What determined Bonn's course in this field was sober political and economic self-interest, not the imperative of being particularly committed to Israel because of the Holocaust. This finding raises awareness of the discontinuities in the history of German-Israeli relations as well as of the correlations between memory culture and foreign policy, which in the Federal Republic only came into greater effect from the early 1980s onwards.
