In den ersten beiden Abschnitten werden die Ausgangslage für Pflegepolitik in Österreich sowie die damit zusammenhängenden Herausforderungen sowohl für die Politik als auch für die betroffenen Menschen thematisiert. In der Folge wird auf die Frage eingegangen, was benötigt wird, um adäquate Lösungen für die vorliegenden Problemlagen zu finden: Dazu zählen nicht nur die Verbesserung der Arbeitsbedingungen und ein Ausbau von Pflegedienstleistungen, sondern auch eine entsprechende Priorisierung und Akkordierung einzelner Schritte zwischen den unterschiedlichen Zuständigkeitsebenen (Bund, Länder, Gemeinden). Pflegepolitik ist ein äußerst wichtiges Politikfeld, da ein großer und zudem wachsender Teil der Bevölkerung in Österreich davon betroffen ist. Um die damit verbundenen Herausforderungen zu meistern, muss "gute Arbeit" in der Pflege gesichert und ein Pflegegarantiefonds eingeführt werden. Based on available quantitative and qualitative empirical studies, document analyses and interviews with experts, the article describes the employment and working conditions in the care sector with a special focus on long-term care. The focus is on industry and employment conditions in home care and residential care, income situation, working conditions and demands and avoidance strategies of the employees in the care sector (job changes and career breaks, career ending and access to retirement). The main results are: Heavy physical work, high levels of emotional stress and low income are the main characteristics. In addition, high demands are steadily increasing. Part-time work, career breaks and unemployment are parts of the employment biography of many employees in order to resist the enormous demands over years. These individual avoidance strategies are at the expense of the income and transfer payments of the mainly female employees in the care sector.... view less
