Annual Policy Report 2010

Abstract

Der Politikbericht 2010 der deutschen nationalen Kontaktstelle für das Europäische Migrationsnetzwerk (EMN) bietet einen Gesamtüberblick über die wichtigsten politischen Diskussionen und rechtlichen Entwicklungen in den Bereichen Migration, Asyl und Integration in der Bundesrepublik Deutschland im Jahr 2010. Insbesondere nimmt er Bezug auf den Stand und die Umsetzung der im Europäischen Pakt zu Einwanderung und Asyl enthaltenen Maßnahmen, den der Europäische Rat auf seiner Tagung vom 15./16. Oktober 2008 angenommen hat, sowie auf die Umsetzung des am 10./11. Dezember 2009 vom Europäischen Rat angenommenen Stockholmer Programms, eines Mehrjahresprogramms für 2010 bis 2014 mit dem Titel "Ein offenes und sicheres Europa im Dienste und zum Schutz der Bürger". Mit beiden Dokumenten sind die Union und ihre Mitgliedstaaten eine Reihe grundlegender Verpflichtungen hinsichtlich ihrer Einwanderungs- und Asylpolitik eingegangen. Der Umsetzung dieser Verpflichtungen ist neben den Informationen im Hauptteil dieses Berichts auch ein separater Anhang gewidmet.

The Annual Policy Report 2010 gives an overview of the key political debates and developments in the fields of migration, asylum and integration in the Federal Republic of Germany in 2010. In particular, it deals with the current status and the implementation of the measures described in the European Pact on Immigration and Asylum, which the European Council adopted at its meeting on 15/16 October 2008, and the implementation of the five-year Stockholm Programme (2010–2014) with the title "An open and secure Europe serving and protecting the citizens", which the European Council adopted on 10/11 December 2009. By signing these two documents the European Union and its Member States have made a number of fundamental commitments in immigration and asylum policy. In addition to the information included in the main part of this report, a separate appendix will deal with the implementation of these commitments.
