By 1991, this country has had a Soviet administrative system which was characterized by excessive fragmentation of the territory. After a period of reforms, since 2003, when a new administrative-territorial reform (actually, an antireform) was made, Moldova has returned to the Soviet administrative-territorial delimitation.
