Nordhorn - Reurbanisierung eines Zentrums im peripheren Raum

Abstract

Die niedersächsische Mittelstadt Nordhorn gewinnt seit Jahren zuwanderungsbedingt leicht an Einwohnern. Der Beitrag beschäftigt sich im ersten Teil mit den Gründen für die Zuwanderung und mit den vermuteten Auswirkungen. Im weiteren Verlauf werden tatsächlich angewandte Strategien sowie geplante Maßnahmen geschildert, um mit den angenommenen Folgen umzugehen. Dabei werden sowohl wohnungspolitische Instrumente als auch Maßnahmen zum Erhalt des Stadtbildes betrachtet. Ein hohes Maß an Zuwanderung wirkt sich auf Stadtbild und Stadtstruktur aus und kann durch einen hohen Wohnungsdruck zu negativen Konsequenzen führen. Dieser Druck kann aber auch genutzt werden, um wohnungspolitische und stadtgestalterische Ziele, z.B. Revitalisierung von Brachflächen oder Schaffung von bezahlbarem Wohnraum, umzusetzen.

For years, the population of the medium-sized town of Nordhorn in Lower Saxony has been slightly increasing due to migration. The first section of the paper discusses the reasons for and the supposed effects of the in-migration. It continues by discussing the strategies that are applied and the measures that are planned to deal with the assumed consequences. This includes consideration of instruments of housing policy and measures for conserving the townscape. The high degree of migration impacts on the townscape and urban structure and the great pressure on housing may lead to negative consequences. This pressure can, however, also be used to implement the objectives of housing policy and urban design, e.g. the revitalisation of brownfield sites or the provision of affordable housing.
