Umsetzung der JESSICA-Fonds in Manchester und Den Haag

Abstract

Das Instrument des Stadtentwicklungsfonds trifft in den europäischen Staaten auf sehr unterschiedliche wirtschaftliche und politische Rahmenbedingungen sowie auf lokaler Ebene auf unterschiedliche Akteurskonstellationen. Im Vergleich der Stadtentwicklungsfonds in Manchester und Den Haag kann gezeigt werden, dass diese Rahmenbedingungen nicht nur entscheidend für die Implementierung eines Stadtentwicklungsfonds sind, sondern auch Einfluss auf die Zielsetzung und Ausgestaltung des Fonds innerhalb der JESSICA-Regularien nehmen. Während der Stadtentwicklungsfonds in Den Haag als ein langfristiges revolvierendes Instrument zur Finanzierung von Projekten konkreter Themenbereiche gesehen wird, dient der Stadtentwicklungsfonds in Manchester in erster Linie als Mittel zum Zweck, um europäische EFRE-Mittel für Stadt und Region nutzbar zu machen. In Den Haag verbindet sich die Zielsetzung mit einer schlanken Governance-Struktur und einem relativ geringen Fondsvolumen, in Manchester mit einem hohen Personal- und Abstimmungsaufwand bei einem relativ hohen Fondsvolumen.

The underlying conditions of urban development funds, such as economic or political status and constellations of actors, differ widely amongst the European states and on a local level. A comparison of the urban development funds used in the cities of Manchester and The Hague shows that these circumstances play a key role in their implementation and, within the framework of the JESSICA regulations, also influence the objectives and design of the funds. In The Hague urban development funds are considered a long-term revolving instrument aimed at financing projects in a particular field. In contrast, in Manchester the purpose of the funds is to make European EFRE subsidies available for the city and its region. Moreover, in The Hague goals are to be reached with lean governance structures and a relatively low fund volume, in contrast to high personnel and coordination costs along with a rather high fund volume in Manchester.
