Konflikte, Bruchpunkte und Widersprüche digitaler Technologien: Stellenwert und Weiterentwicklungspotenziale soziotechnischer Konzepte

Abstract

Der Beitrag thematisiert im ersten Teil gravierende Veränderungen der Arbeitswelt. Empirische Befunde aus den Bereichen Maschinenbau und Elektronikherstellung bestätigen die Annahme, dass der zunehmende Einsatz avancierter digitaler Technologien nicht im Selbstlauf zu besserer Arbeit führt, sondern dass die Auswirkungen beispielsweise auf Arbeitsorganisation und Partizipation durch Konflikte, Bruchpunkte und Widersprüche gekennzeichnet sind. Die Bedeutung von Betriebsräten bei der Realisierung humaner Arbeitsbedingungen in Zeiten zunehmender Digitalisierung ist wichtiger denn je. Im zweiten Teil erfolgt ein Perspektivwechsel von der Empirie zur Theorie. Viele Gestaltungsansätze orientieren sich mehr oder weniger an soziotechnischen Konzepten. Es wird danach gefragt, ob bzw. inwiefern die massiven Veränderungen der Arbeitswelt auch Modifikationen dieser Grundlagen provozieren. Vor diesem Hintergrund werden einige Schwächen soziotechnischer Ansätze benannt, die durch Digitalisierung an Virulenz gewinnen. Die Intensivierung des Dialogs zwischen Soziotechnik und Praxistheorie könnte hier möglicherweise wechselseitige Impulse und Weiterentwicklungen ermöglichen.

In the first part, this paper deals with the profound changes of work. Empirical evidence from the field of engineering and electronic manufacturing support the assumption that the increasing use of digital technologies does not necessarily lead to better work. Instead, the effects on work organisation and participation are contradictory. Employee representatives gain in importance for the realization of humane work conditions in times of increasing digitization. In the second part, the focus shifts to a more theoretical perspective. Many practical approaches to the organization of work are based upon/draw upon concepts of sociotechnical design. The question is whether and to what extent the massive changes in the work environment may also provoke modifications in these underlying concepts. Accordingly, this paper points out some of the weaknesses of the sociotechnical approach that gain in importance through digitization. Intensifying the dialogue between sociotechnics and the theory of practice might facilitate two-way impulses in this context and inspire new developments.
