Aktivierung zur Arbeit? Zum Gegenstandsbezug qualitativer Forschungsansätze in der Arbeitslosenforschung in Zeiten des SGB II

Abstract

Wie können Wirkungen der durch die Reform des SGB II geprägten Arbeitsmarkt- und Sozialpolitik auf die Individuen untersucht werden? Der Beitrag stellt die Methode der qualitativen Paneluntersuchung vor. Vorzug dieser Methode ist, dass die subjektiven Relevanzhorizonte der Betroffenen, ihre daran orientierten Handlungslogiken und deren Reinterpretation und somit entsprechende Neu- und Umorientierungen im Verlauf des Hilfebezugs analysiert werden können. Insbesondere durch Fallvergleiche kann die Relevanz biographischer und sozialer Kontexte für ein Leben im Hilfebezug verdeutlicht und die unterschiedlichen Wirkungsweisen institutioneller Praktiken von Arbeitslosengeld II-Trägern auf die Erwerbsorientierung der Betroffenen beschrieben werden. Der Beitrag diskutiert dies auch unter Berücksichtigung der heterogenen Zusammensetzung der Hilfeempfänger im SGB II und verweist mit zwei Falldarstellungen auf unterschiedliche Wege zur Überwindung des Hilfebezugs.

How can effects of labour market- and social politics, which are shaped by new regulations for long term unemployed through the German Social Code Book II (SGB II), on the individual be investigated? The paper introduces qualitative panel methods for this purpose. Thereby, the subjective frames of relevance for those who are affected by these provisions - i.e. long term unemployed persons - can be taken into special consideration. Furthermore, the rationale behind their actions as well as their reinterpretations and with that new and different orientations over the period of their dependency on the welfare system can be considered. The impact of biographic as well as social contexts can be illustrated very well by comparing different cases. This also helps to understand better how institutional actions of welfare service providers influence the orientation of their clients towards employment. These issues are discussed taking into consideration the heterogeneous composition of the group of people who rely on the provisions of the SGB II. Two case descriptions show different ways to overcome the dependency on unemployment benefits.
