Ausgehend von Erfahrungen aus der niedersächsischen Verwaltungspraxis erörtert der Beitrag verschiedene Beispiele und Randbedingungen einer informellen Öffentlichkeitsbeteiligung in Raumordnungsverfahren. Einleitend werden die Gründe, mögliche Zeitpunkte, "Absender" und Adressaten für eine verfahrensvorbereitende und -begleitende Bürgerbeteiligung benannt. Als konkrete Ansatzpunkte für die Einbindung der Öffentlichkeit werden Pressemitteilungen und Informationen im Internet, Bürger-Infomärkte, Leitbildprozesse im Vorwege des Raumordnungsverfahrens und kommunale Arbeitskreise zur Erarbeitung von Varianten vorgestellt. Im Schlussteil diskutiert der Beitrag Chancen und Grenzen einer informellen Beteiligung der Öffentlichkeit im Raumordnungsverfahren und geht hierbei unter anderem auf Ressourcen als limitierenden Faktor, die Selektivität informeller Beteiligungen und die Bedeutung eines für alle Beteiligten transparenten Mitwirkungsspielraums ein.... view less

Drawing on experiences from administrative practice in Lower Saxony, this paper discusses various examples of and conditions for informal public participation in spatial planning procedures. The introduction covers the reasons supporting public participation in preparation of and during a spatial planning procedure, and also the possible times, "senders" and addressees of such participation. Concrete starting points for involving the public are covered, these include press releases and online information, public information events, mission statement processes in the run-up to the spatial planning procedure, and municipal taskforces to work on alternative options. In conclusion the paper discusses the opportunities and limitations of informal public participation in spatial planning procedures and considers, among other things, resources as a limiting factor, the selectivity of informal participation and the importance of the extent of contribution being clear to all participants.... view less
