Mit dem Vorhaben "Stuttgart 21" plant die Deutsche Bahn AG seit Anfang der 1990er Jahre die Umgestaltung des Bahnknotens Stuttgart und die Errichtung einer Neubaustrecke zur Anbindung des Flughafens Stuttgart. Das Projekt erreichte durch ausgeprägte Bürgerproteste in den Jahren 2010/2011 bundesweite Bekanntheit. Der folgende Beitrag skizziert die mehrjährige Planungsgeschichte dieses Infrastrukturprojekts und geht dabei insbesondere auf das Raumordnungsverfahren ein, das in den Jahren 1996/1997 durch das Regierungspräsidium Stuttgart durchgeführt wurde. Dieses Verfahren bot Kommunen, Verbänden und Öffentlichkeit eine frühe Möglichkeit der Beteiligung und Mitwirkung: So brachten etwa Bürgerinitiativen und der Verband Region Stuttgart verschiedene Vorhabenvarianten und Verbesserungsvorschläge ein. Die Raumordnungsbehörde griff diese in Teilen auf und legte als Auflage u. a. eine deutlich geänderte Streckenführung Richtung Flughafen und Neue Messe fest, um die Zerschneidung und Flächeninanspruchnahme im Filderraum zu reduzieren. With the "Stuttgart 21" project the Deutsche Bahn AG has been planning the redesign of the rail node in Stuttgart and the construction of a new link to Stuttgart airport since the beginning of the 1990s. The project became known all over Germany due to large public protests held in 2010/2011. This paper outlines the planning history of this infrastructure, which has spanned many years, and focuses particularly on the spatial planning procedure that was carried out by the Stuttgart Regional Authority in 1996/1997. This procedure gave municipalities, associations and the public a timely opportunity to participate and contribute. Citizens' initiatives and the Verband Region Stuttgart presented various options and proposed improvements. The spatial planning authorities incorporated parts of these proposals and stipulated, e. g., a significantly modified route for the link to the airport and new exhibition centre, thus reducing the fragmentation and land consumption in the Filder region. The fact that this early opportunity for participation could not prevent the later public protests can largely be explained by the long period of time - 15 years - that elapsed between the spatial planning procedure and the start of construction work.... view less
