Das Raumordnungsverfahren ist in der Praxis ein wertvolles landesplanerisches Abstimmungsinstrument zur Lösung von überörtlich raumbedeutsamen Nutzungskonflikten. Das konkrete Praxisbeispiel einer geplanten Freiflächen-Photovoltaikanlage in Oberbayern zeigt, dass das Raumordnungsverfahren als vorhabenbezogenes Instrument der Raumordnung eine räumliche Vorsorgefunktion für eine klimaverträgliche Energieversorgung übernehmen und somit ein Beispiel für proaktiven Klimaschutz sein kann; die Raumordnung mit ihren informellen und formellen Instrumenten wichtige Beiträge zu einer räumlichen Gesamtstrategie zur Bewältigung des Klimawandels "Minderung des Energieverbrauchs, Erhöhung der Energieeffizienz und Reduzierung des CO2-Ausstoßes" leisten kann; das Raumordnungsverfahren als "Vorverfahren" zu daran anschließenden Zulassungsverfahren Nutzungskonflikte in einer frühen Phase aufzeigt und Planungsoptimierungen ermöglicht.... view less

The spatial planning procedure is a valuable coordinative planning instrument, used in practice to resolve supra-local conflicts of use that have spatial impacts. A ground-mounted photovoltaic system planned in Upper Bavaria is considered as a concrete example drawn from practice, and illustrates that: as a project-related spatial planning instrument, a spatial planning procedure can make provision for climate-friendly power supplies and thus demonstrates proactive climate protection; with its informal and formal instruments, spatial planning can make an important contribution to an overall spatial strategy for tackling climate change: "Minimising energy consumption, increasing energy efficiency and reducing CO2 emissions"; as a "preliminary" procedure followed by later approval procedures, a spatial planning procedure can reveal land-use conflicts at an early stage and enable planning to be optimised.... view less
