Im Zuge des rasant steigenden Bedarfs an Flüchtlingsunterkünften häuften sich lokale Proteste gegen die Eröffnung von (neuen) Asylquartieren. Wer initiiert und nimmt an Protestaktivitäten gegen Bundes- und Landesentscheidungen teil? Welche Mittel werden eingesetzt und welche Argumente vorgebracht? Der Artikel basiert auf einer Untersuchung von medial berichteten Protestaktivitäten gegen neue Unterkünfte in oberösterreichischen Gemeinden. Mit der Perspektive der sozialen Bewegungsforschung werden diese Proteste als kleinräumig, institutionell und populistisch ausgerichtet charakterisiert. BürgermeisterInnen initiieren und kanalisieren, BürgerInnen nehmen teil und die FPÖ dominiert die Debatte. Argumente differieren zwischen den HauptakteurInnen – BürgermeisterInnen protestieren gegen »Die-da-oben«, identitätspolitische Positionen und Deutungen werden hingegen primär von BürgerInnen und der FPÖ vorgebracht. Durch diese Proteste wird ein öffentliches Klima der Ablehnung von Flüchtlingen (re-) produziert und eine neue föderale Spannungslinie entsteht.... view less

The growing demand for reception centres for asylum seekers in 2015, and the opening of new facilities, frequently provokes protest on the local level. Who initiates and takes part in protest activities? What repertoires and what arguments do protesters use? Based on an analysis of media reports about protest activities in municipalities in Upper Austria, this article characterizes collective actions against reception centres as small-scale institutional and populist protests. Mayors initiate protest activities, citizens participate in them and the Austrian Freedom Party (FPÖ) dominates the discourse. Arguments against the facilities vary along actors – mayors call for a democratization of decision-making processes and mobilize against »those up there«, whereas protesting citizens and the FPÖ make use of identity-based arguments reflecting the dichotomy »We against the Others«. These conflicts (re-) produce a public climate of hostility and reveal federal cleavages.... view less
