Menschliche Potentiale und Hindernisse für demokratische Deliberation

Abstract

Inwieweit trifft demokratische Deliberation auf förderliche und hinderliche grundlegende Dispositionen, Eigenschaften und Fähigkeiten bei ihren TeilnehmerInnen? Diese Frage gewinnt insbesondere mit der zunehmenden empirischen und praktischen Relevanz der Forschung zu Deliberation an Gewicht. So ist für ihre praktische Umsetzung, aber auch für ihren normativen Anspruch entscheidend, dass Menschen ihren Erfordernissen überhaupt genügen können. Der vorliegende Aufsatz systematisiert die einschlägigen Auffassungen und Aussagen in der Literatur hierzu anhand von drei zugespitzten Positionen: einem vorsichtig optimistischen, einem skeptischen bis ablehnenden und einem optimistisch-versöhnlichen Standpunkt. Im Anschluss daran erfolgt eine Extraktion und Diskussion zentraler Argumentationsfiguren.

To what degree does democratic deliberation face conducive and obstructive fundamental dispositions, attributes and capabilities of its participants? This question is getting more important especially in light of the increased empirical and practical relevance of deliberation studies. It is essential with regard to its practical as well as its normative application that individuals can actually meet its requirements. This paper aims to systematize the pertinent views and statements existing in the literature in the form of three positions: a cautiously optimistic, a skeptical, and a conciliatory-optimistic stance. The major arguments are extracted and discussed subsequently.
