In der EU-Grenzsicherheitspolitik setzt sich verstärkt der Trend zur Externalisierung der EU-Außengrenzen durch und avanciert zur zentralen Lösungsstrategie für migrations- und flüchtlingspolitische Herausforderungen. Dieser Trend wirkt sich auf geographischer, technologischer und Akteurs-Ebene aus und ist von Prozessen der Privatisierung, Technologisierung und Militarisierung begleitet. Im folgenden Arbeitspapier wird Externalisierung in ihren regionalen und internationalen Kontexten analysiert. Dabei werden zwei zentrale Problematiken identifiziert, die auf Widersprüche der Externalisierungsstrategie mit den Interessen der EU als globalem Akteur stehen: Einerseits erzeugt Externalisierung massive humanitäre und menschenrechtliche Krisen, andererseits stellt sie einen Eingriff in die Machtverhältnisse der betroffenen Regionen dar, der die Ziele der Nachbarschafts- und Erweiterungspolitik unterlaufen kann. In the field of border security and border management, EU policies foster the trend towards externalization of borders which has become a central strategy in dealing with the challenges of migration. This trend is evident on the geographical, technological, and actor level and is interconnected with processes of privatization, technologization, and militarization. In the following working paper, externalization is analyzed in its regional and international context. Two main concerns are identified, the consequences of which might be opposed to the EU’s interests as a global actor: On the one hand, externalization leads to a humanitarian and human rights crisis, on the other hand, it represents an intervention into the power relations within the affected countries and regions that are to the disadvantage of the EU neighborhood and enlargement policies.
