'Der Beitrag untersucht die Entwicklung der Europäischen Beschäftigungspolitik seit ihrer Verankerung in dem Amsterdamer Vertrag (beschäftigungspolitische Leitlinien, Beschäftigungspakt und Lissaboner Sondergipfel). Der Autor geht dabei von zwei konkurrierenden Konzepten - Dritter Weg und Eurokeynesianismus - aus, skizziert diese kurz und geht dann der Frage nach, ob, von wem befördert und wie sich diese Konzepte in der Europäischen Beschäftigungspolitik niederschlagen. Es lässt sich zeigen, dass die beschäftigungspolitischen Leitlinien den Grundgedanken des Dritten Weges folgen. Strategiekonzepte für einen Eurokeynesianismus standen während des Verhandlungsprozesses zum Europäischen Beschäftigungspakt ganz oben auf der Agenda, konnten sich allerdings nur in engen Grenzen durchsetzen. Das Ergebnis erschöpft sich in der Verabredung eines weitgehend unverbindlichen makroökonomischen Dialogs zwischen den wichtigsten wirtschaftspolitischen Akteuren auf der europäischen Ebene. Von einem makroökonömischen Kurswechsel, wie er von dieser Strategievariante vor allem für die Geldpolitik gefordert wurde, ist zumindest bislang nichts zu spüren.' (Autorenreferat)... view less

'The article analyses the development of the European employment policy since it has become part of the Treaty of Amsterdam (employment guidelines, employment pact and the meeting of the European Council in Lisbon). The starting point is a short description of two different political strategies, the so-called Third way and Eurokeynesianism. The author then asks, if and how these strategies influenced the developments of the European employment policy. It can be shown that the employment guidelines as the core of the European employment strategy strongly reflect the main ideas of the Third way. Proposals in favour of some kind of Eurokeynesianism have been put forward in the context of the discussions on a European employment pact. The results have up to now been limited to the establishment of a new non-binding macroeconomic dialogue between the main economic actors on the European level.' (author's abstract)... view less
