En este artículo, se analiza el concepto de reforma del Estado desde sus orígenes, así como sus diversas implicaciones. Para ello, el autor realiza un recorrido histórico desde las últimas décadas del siglo XX, época en la que se origina eltérmino de referencia, hasta nuestros días donde ha cobrado un dinamismo y vigencia en el discurso. Parte fundamental para el autor es entender qué es la reforma del Estado y el contexto en el que se desarrolla, ya sea vista como el cambio en el régimen político o como instrumento para generar y mantener la gobernabilidad. Se presentan algunos ejemplos de dichos procesos, no sólo en México, sino también otros que han tenido lugar en los últimos 10 años en Europa y América Latina. Al mismo tiempo, se hace una advertencia de los riesgos que implican los procesos de reforma, por las rupturas que éstos pueden provocar, o bien, por el establecimiento de medidas autoritarias y segregacionistas. In this article, the author analyzes the State reform concept from its origins, as well as its diverse implications. A historical recount from the last decades of the 20th century finishes with the present attention given to this issue, especially in speech performance. The State reform is addressed by the author within a context given by a changing political regime, and it’s seen as an instrument to generate governability. Some examples of State reform are mentioned, both in Mexico and in some European and Latin America countries. The author warns about the risks that the reform processes may imply, because of the ruptures that can be derived or the possibility of the establishment of authoritarian and segregationist measures. In the last part, some recommendations are given for the implementation of a successful State reform.... view less
