Die Zukunft der Demokratie ist seit einiger Zeit Gegenstand einer intensiven Diskussion. Zum Ausgleich der Mängel der repräsentativen Demokratie hat sich in den letzten Jahren auch in Italien neben den Instrumenten der Direktdemokratie ein "dritter Weg" abgezeichnet. Es handelt sich um partizipatorische Demokratiemodelle, welche die aktive Beteiligung der Zivilgesellschaft vorsehen und auf Information, Konsens und Responsivität beruhen. Die Verfahren zur stärkeren Bürgerbeteiligung an der Willensbildung und Entscheidungsfindung sollen besser durchdachte Konzepte und eine Unterstützung der politischen Organe im Interesse des Allgemeinwohls zum Ergebnis haben. The future of democracy is intensively discussed. As compensation to the deficits of the traditional representative democracy in recent years, a third option has been identified beneath direct democracy. It’s the case of deliberative and associative democracy which fosters the active participation of civil society to increase the consensus and acceptance of political decisions as well as the accountability of political acts. This new method of decision making is studied in this article. It is based on a number of new Italian regional laws, aiming to promote citizens‘ engagement through the submission of "participation projects".... view less
