Los mecanismos de democracia directa como procedimientos institucionales de participación ciudadana en Argentina

Abstract

La incorporación de la iniciativa legislativa popular, la revocación del mandato y el referéndum en las legislaciones municipales de casi todos los países latinoamericanos son muestras de cambios de acceso al sistema que ofrecen nuevas vías para que la ciudadanía pueda manifestar sus demandas y voluntades, recursos políticos inexistentes hasta hace apenas un cuarto de siglo. En este sentido, este trabajo tiene como objetivo analizar el potencial que, como mecanismos institucionales de participación ciudadana en la gestión de los gobiernos locales, tienen las figuras de la democracia directa que han sido formalmente establecidas a nivel municipal en Argentina.

The incorporation of the popular legislative initiative, the revocatory of the mandate and the referendum in municipal legislations of almost all of the Latin American countries are examples of change to access the system that offer new channels for the people to manifest their demands and wills, political resources that were non existent until only a quarter of century ago. In this sense, this essay has as its objective to analyze the potential that, as institutional mechanisms of citizen participation in the administration of local governments, have the forms of direct democracy that have been formally established at a municipal level in Argentina.
