Derzeit sind wir Zeugen einer unübersehbaren Krise des EU-ropäischen Projekts und der EU am Westbalkan. Das "sanfte Monster" Brüssel (Hans Magnus Enzensberger) generiert nicht mehr die Kraft, die notwendig ist, um die Menschen am Balkan vom europäischen Projekt zu überzeugen. Die EU-phorie ist einem Europa-Realismus gewichen. Ohne die Hebelwirkung der EU wird es keine Stabilität des Westbalkans geben, und somit keine Stabilität EUropas. Eine Abkehr vom Projekt der EU-Erweiterung und eine Hinwendung zum nationalstaatlich dominierten Europa unterschiedlicher Geschwindigkeiten würde zwangsläufig neue Krisen provozieren und letztlich Europa einen historischen Schaden hinzufügen. Nur die Erweiterung Europas und seiner politischen Handlungsfähigkeit über nationale Grenzen hinaus (Jürgen Habermas) kann jene Kräfte entfalten, die das Potential haben, die europäische Demokratie zu beleben. Currently we can observe a deep crisis of the EU-ropean project in the Western Balkans. Currently we can observe a deep crisis of the EU-ropean project in the Western Balkans. The "soft monster" Brussels (Hans Magnus Enzensberger) is no longer able to keep the momentum necessary to convince the people in the region to believe in the promises of the EU-ropean project. EU-phoria has been replaced by an Europe-Realism. However, without a leverage of the EU there will be no stability in the Western Balkans, and without stable Balkans no European stability. Turning away from the EU-enlargement and towards a Europe dominated by strong nation states of different speeds would inevitably provoke new crises and seriously undermine the credibility and the very notion of Europe. It is only by enlarging the EU and strengthening its political ability to act beyond the nation-state boundaries (Jürgen Habermas) that Europe can unfold forces capable of revitalising the European and global democracy. The paper outlines possible ways for revitalising the enlargement project in the Western Balkans and creating a new truly European dynamism in this part of the world.... view less
