Siendo tres cuartas partes del territorio suelo rural, Medellín es un municipio rural. No obstante en las políticas y planes se muestra un olvido del campo y su población campesina, desconociendo así su vital importancia para la ciudad. El Plan de Ordenamiento Territorial (POT), que se encuentra en un proceso de revisión y ajuste, es una importante herramienta para modelar y estructurar el desarrollo territorial, que se basa en un modelo de ciudad. Actualmente se pueden observar cambios significativos en el suelo rural y urbano que ha conllevado impactos sociales y ambientales fuertes, que han evidenciado una debilidad institucional en la planeación y el control del territorio municipal. Being three quarters of the territory rural land, Medellin is a rural municipality. However policies and plans are overseeing the countryside and its rural population and thus ignoring its vital importance to the city. The Land Use Plan (POT), which is in a process of review and adjustment is an important tool for modeling and structuring territorial development, which is based on a city model. Currently you can see significant changes in the rural and urban land that led to strong social and environmental impacts, which have shown a weakness in institutional planning and control of the municipal territory.
