%X Resistance against adjustment grows and teachers are the protagonists of the main battle. There is also a rise in rebellion against the complacency of the trade union leadership. The government reinforces the neoliberal agenda in different ways. But it faces the continued stagnation of the economy and serious allegations of corruption. It fails to impose its program and loses homogeneity. There are major changes in the level of organization and popular awareness.
