Im Jahr 2014 jährt sich der Völkermord in Ruanda zum zwanzigsten Mal. Der blutige Konflikt und der umstrittene Militäreinsatz Frankreichs haben die französische Afrika-Politik und die Debatte um Auslandseinsätze in Frankreich nachhaltig geprägt. Letztlich läutete Ruanda die Abkehr von der traditionellen französischen Afrika-Politik ein, die über Jahrzehnte auf eine Erhaltung des Status quo im eigenen "Hinterhof" gezielt hatte. Diese Wende war jedoch nicht gleichbedeutend mit einem Ende des militärischen Engagements Frankreichs auf dem afrikanischen Kontinent. Doch wird in den Begründungen für die Interventionen Frankreichs seither verstärkt auf humanitäre Motive Bezug genommen und regelmäßig auf die Erfahrung mit Ruanda verwiesen. Wenn sich zu diesen humanitären sicherlich auch wirtschaftliche und sicherheitspolitische Motive gesellen, so unterstreicht der französische Diskurs zu den jüngsten Auslandseinsätzen in Afrika dennoch, wie einschneidend die 20 Jahre zurückliegenden Ereignisse in Ruanda für die französische Afrika-Politik waren.... view less
The year 2014 marks the twentieth anniversary of the genocide in Rwanda. The year 2014 marks the twentieth anniversary of the genocide in Rwanda. This bloody conflict and the disputed military action by France have left their enduring mark on the French African policy and the debate within France regarding overseas assignments. In the end, Rwanda rang in the renunciation of the traditional French African policy, which had aimed at maintaining the status quo in the French “backyard” for decades. This turning point, however, was not synonymous with an end of the military engagement of France on the African continent. Nevertheless since then, the reasons given for interventions conducted by France increasingly stress humanitarian motives and are being regularly referred to the experiences made in Rwanda. While in addition to these humanitarian motives, economic and security policy aspects play an important role, the French discourse concerning the latest overseas assignments in Africa still underlines how far-reaching the events of twenty years ago in Rwanda have been for French African policy.... view less
