Weiterentwicklung von Berufen - Herausforderungen für die Berufsbildungsforschung

Abstract

Professions are the key structural characteristic for the initial vocational training in Germany. Their genesis and adaptation to new requirements is the key element of vocational directives. These directives are formulated on the basis of regulations of the Vocational Training Act and the Crafts Code and the stable interaction of a large number of actors. Vocational education and training research then deals with questions of professional didactics, knowledge transfer into professional practise and the quality of the training in retrospect. It is only rarely directly or only marginally involved in the development of professions or reform work. This poses a particular challenge: When professions are more or less negotiated by associations, trade unions and vocational training policy, the interests of the represented groups but possibly not the prospective requirements of the employment systems are taken into consideration.

Berufe sind das wesentliche Strukturmerkmal der Erstausbildung von Fachkräften in Deutschland. Ihre Genese und Adaption an neue Anforderungen ist der Gegenstand der beruflichen Ordnungsarbeit. Diese erfolgt durch die Regelungen des Berufsbildungsgesetzes bzw. der Handwerksordnung und durch die stabile Interaktion einer Vielzahl beteiligter Akteure. Die Berufsbildungsforschung befasst sich im Nachgang mit Fragen der beruflichen Didaktik, des Wissenstransfers in die berufliche Praxis und der Qualität der Ausbildung. An der Entwicklung von Berufen oder der Neuordnungsarbeit ist sie nur selten und dann oft nur am Rande beteiligt. Dabei stellt sich hier eine besondere Herausforderung: Wenn Berufe von Verbänden, Gewerkschaften und von der Berufsbildungspolitik quasi ausgehandelt werden, dann werden zwar die Interessen der vertretenen Gruppen, möglicherweise aber nicht immer die prospektiven Anforderungen des Beschäftigungssystems getroffen.
