Oman’s Sultan Qaboos saw a new leader in Rouhani, one whose policies would undoubtedly diverge from his hardline predecessor, Mahmoud Ahmadinejad. For many Iranians, Rouhani symbolized progress and reform in Iran, a view that even GCC leaders like Qaboos shared.
