Trotz deutlicher räumlicher Benachteiligung haben es die schottischen Highlands und Islands während der letzten Jahrzehnte geschafft, sich von ihrem schwierigen historischen Erbe zu lösen und den stetigen Abwärtstrend zu stoppen, der für so viele periphere Regionen typisch ist. Dies wurde durch die erfolgreiche Kombination von mehreren Faktoren möglich, v. a. durch gezielte nationale und europäische Förderung, durch eine überwiegend innovative regionale/wirtschaftliche Entwicklungspolitik - zunächst getragen vom Highlands & Islands Development Board (HIDB) und seit 1991 von der Nachfolgeorganisation Highlands & Islands Enterprise (HIE) -, durch die Inwertsetzung von sanften ökonomischen Standortfaktoren (insbesondere von Human-, Natur- und kulturellem Kapital) sowie durch die im Zuge der politischen Devolution erreichten Demokratisierungs- und Aktivierungseffekte. Trotz dieses Erfolgs haben sich interne Disparitäten sowie die starke externe Abhängigkeit als persistent erwiesen. Die Zukunft der Region wird davon abhängen, ob es den Entscheidungsträgern auf allen Ebenen gelingen wird, angemessene Anpassungsstrategien an die sich weiterhin verändernden Außeneinflüsse zu entwickeln, was sich angesichts der zweiten Welle der Globalisierung und des zunehmenden Wettbewerbs um Ressourcen innerhalb der erweiterten EU als schwierig erweisen wird.... weniger

In spite of persisting serious spatial disadvantages, the Scottish Highlands and Islands have during the last three to four decades gradually left their bleak past behind and, for the time being, stopped the negative down-ward trend so typical for many peripheral regions. This has been due to a combination of several positive factors, especia lly constant national and European support, an overall innovative regional/economic development policy (first by Highlands and Islands Development Board/HIDB and since 1992 by Highlands & Islands Enterprise/HIE), the successful exploitation of soft economic factors (such as human, natural and cultural capital) as well as empowerment effects brought about by politi cal devolution. Yet in spite of this success, the region has to cope with persisting internal inequalities and remains vulnerable to external shocks and trends. Its future will depend on the ability of decision-makers on all levels to continue adapting to the changing circumstances, in particular in view of the second wave of globalization and the increased competition within the enlarged EU.... weniger
