Non-State Violence and Political Order: A View on Long-Term Consequences of Non-State Security Governance

Abstract

In dem Arbeitspapier führt Anja P. Jakobi grundsätzliche Überlegungen zum Verhältnis von nicht-staatlichen Gewaltakteuren und politischer Ordnung aus. Dazu stellt sie zunächst verschiedene Akteure und Erscheinungsformen nicht-staatlicher Gewalt vor und liefert dann eine Übersicht zu den spezifischen Problemen im Kontext nicht-staatlicher Gewalt, insbesondere in der Entwicklungszusammenarbeit und in Räumen begrenzter Staatlichkeit sowie als Herausforderung des Gewaltmonopols eines Staates. Sie verdeutlicht die erarbeiteten Problemstrukturen an zwei Bespielen: zum einen an der Branche der privaten Militär- und Sicherheitsdienstleister und zum anderen an der Zusammenarbeit mit nicht-staatlichen Gewaltakteuren in Afghanistan. Sie schließt mit einem Rückblick auf die verschiedenen Formen nicht-staatlicher Gewalt und thematisiert die entstehenden Legitimationsprobleme, wenn staatliche Akteure mit nicht-staatlichen Gewaltakteuren kooperieren.

In the working paper Anja P. Jakobi outlines some principal considerations on the relationship between non-state violent actors and political order. First of all she presents different actors and manifestations of non-state violence, especially in connection with development cooperation, spaces of limited statehood and the challenge of the monopoly of force of a state. She illustrates the developed problem structures by using two examples: on the one hand there is the sector of private military and security service providers and on the other hand the cooperation with non-state violent actors in Afghanistan. She ends with a review on the different forms of non-state violence and covers emerging legitimation problems in cases where state actors cooperate with non-state violent actors.
