"Der Beitrag stellt Analyseergebnisse zum Diskurs der Eingliederungshilfereform vor, in dem 'Personenzentrierung' als sozialpolitische Programmformel benutzt wird. Als Ergebnis lässt sich erkennen, dass Personenzentrierung im politischen Diskurs institutionalisiert wird und dazu dient, die spezifische Ausrichtung einer gesetzespolitischen Reform der Eingliederungshilfe zu legitimieren. Dabei ist eine Transformation der Deutungsangebote zum Begriff Personenzentrierung beobachtbar, die von widersprüchlichen diskursiven Figuren durchzogen erscheint. So dient Personenzentrierung einerseits der Markierung des Reformansatzes, vor allem durch die Abgrenzung von einem institutionszentrierten Hilfesystem. Andererseits stützt der diskursive Gebrauch des Begriffs ein institutionsbezogenes System dergestalt, dass letztlich eine 'Re-Institutionalisierung' vorangetrieben wird, in der Fragen des Verwaltungshandelns und staatliche Steuerungspotenziale im Mittelpunkt stehen. Die Vorstellung von Personenzentrierung als Promotor der Inklusionsidee hat dabei schwindende Bedeutung." (Autorenreferat)... view less

"In the discussion on reforming the Support system for people with disabilities, the term 'person-centered approach' is used to refer to a programme for social policy reform. The following article presents the results of a discourse analysis which reveals that the person-centered approach is currently being institutionalized in political discourse and serves to legitimise the policy goals of the intended reform. Thus, one can observe a transformation of the concept's interpretations, a transformation characterised by contradictory discursive trends. On the one hand, the concept bolsters the reform programme by contrasting it with an institution-centered support system. On the other, however, alternative discursive appropriations contribute to maintaining the institutional nature of the system. Hence, this 're-institutionalisation' trend ironically entails a renewed focus on administrative procedures and governmental steering options. In this context, the promotion of inclusion through a person-centered approach appears increasingly irrelevant." (author's abstract)... view less
