'In den internationalen Beziehungen ist es entscheidend wichtig, in welchem Ausmaß, in welcher Weise und von welcher Seite sich die staatlichen Akteure bedroht sehen. Diese Bedrohungsvorstellungen wiederum hängen weithin davon ab, wie die jeweiligen Akteure ihre Sicherheit definieren, d.h. was sie als für ihre Existenz unverzichtbar und damit als unbedingt schützenswert ansehen. Aus den Bedrohungsvorstellungen einerseits und den Sicherheitsvorstellungen andererseits folgt, welche Bemühungen dann zur Gewährleistung der äußeren Sicherheit des betreffenden Landes für notwendig gehalten werden. Dabei geht es nicht allein um militärische Maßnahmen und beistandverheißende Bündnisse, sondern ebenso um allgemeinpolitische, wirtschaftliche, ökologische und andere Vorkehrungen. Über alle diese Fragen bestehen vielfach Auffassungsunterschiede oder zumindest Auffassungsnuancen bei den verschiedenen politischen Kräften in dem jeweils betrachteten Land. Diese müssen dementsprechend auch in das jeweilige Bild eingehen. Das sind wesentliche Überlegungen, die den Kurzstudien über die Sicherheits- und Bedrohungsvorstellungen auf dem Balkan in dem hier vorgelegten Sammelband zugrunde liegen.' 'In the theatre of international relations, it is eminently important to appreciate the extent to which the player states feel threatened, in what way and by whom. These conceptions of being threatened, in turn, largely depend on how the players define their own security, i.e. what they consider essential to their own existence and thus what they consider worthy of protection at all cost. From these conceptions of threat on the one hand and conceptions of security on the other, each state decides which efforts it has to undertake to guarantee its external security. These efforts are not restricted to military activities or to membership of alliances which promise mutual assistance, they also include everyday political, economic, ecological and other precautionary measures. All these issues may be the subject of differences of opinion or at least differences of accentuation between the various political forces in any country. These differences must also be taken into account in the esternal observer's picture of that country. These are the basic considerations underlying the brief studies on conceptions of security and threat on the Balkans presented in this compendium.' (author's abstract)... view less
