'Mit immer schneller fortschreitendem technologischen Wandel, der Massenproduktion elektronischer Instrumente und Gebrauchsgüter und durch die zunehmend miteinander verbundenen internationalen Kommunikationskanäle wird 'Globalisierung' als die treibende Kraft für wirtschaftliches Wachstum und Wohlstand eines Landes gesehen. Das Internet ist das technologische Rückgrat dieser internationalen Vernetzung. Um jedoch an den Gewinnen, die Globalisierung und electronic commerce versprechen, teilhaben zu können, muß eine Wirtschaft zunächst in die physische Infrastruktur und angemessene Technologieausstattung investieren. Nur so kann die wirtschaftliche Struktur an eine Informationsgesellschaft angepaßt und virtuell in die Weltwirtschaft integriert werden. Rußland ist aufgrund seiner planwirtschaftlichen Vergangenheit, der gegenwärtigen wirtschaftlichen Lage und einer wenig vorausschauenden Politik auf die technologischen Veränderungen noch nicht adäquat eingestellt. Es muß daher zum einen geprüft werden, wie sich diese Rückständigkeit auf die wirtschaftliche Entwicklung des Landes auswirkt. Zum anderen ist zu untersuchen, wie die Rolle des Staates gestaltet sein muß, um Rußlands Entwicklungsprozeß mit Hilfe, neuer Technologien in Richtung einer wirtschaftlichen Gesundung lenken zu können. Auch kommt der Frage eine besondere Bedeutung zu, welche realen Voraussetzungen einer 'Wissensökonomie', nämlich die Telekommunikationsinfrastruktur, die Ausstattung mit Computern und die Versorgung mit leistungsfähiger Software, gegeben sind.' 'With accelerating technological change, the mass production of electronic devices and equipment and due to increasingly intermeshed international communication channels, 'globalisation' is perceived as the driving force behind a country¿s economic growth and welfare. The Internet is seen as the technological mainstay of this border-transcending economic net-work. In order to participate in the profits promised by globalisation and electronic commerce, an economy has first to invest in its physical infrastructure and in adequate technological equipment. Only then can its economic structure be adjusted to the 'information society' and be integrated virtually into the global economy. Russia, due to its Soviet past, its current economic situation and a policy of national innovation showing little foresight, has inadequately prepared for these technological changes. Therefore, the effects of this backwardness on the economic development of the country need to be analysed. Furthermore, it can be argued that the role of the state is also at issue. How should policy be designed in order to shape Russia's development towards economic recovery by using new technologies?
