Die Bevölkerung Rußlands in der Transformationsphase: soziale Exklusion und Adaptionsstrategien

Abstract

'Die Konzeption sozialer Exklusion fand in den westeuropäischen Ländern weithin Verbreitung als komplexer Analyse- und Lösungsansatz für soziale Probleme, die Mitte der 70er Jahre besonders massiv zutage traten: Langzeitarbeitslosigkeit, weltweite Migration, 'neue Armut'. Diese Probleme sind nicht zyklischer, sondern struktureller Natur. Die Untersuchung zur Exklusion der Bevölkerung Rußlands (1993-1998) war ein Pilotprojekt und wurde durchgeführt, obwohl die soziale Statistik über keine Indikatoren verfügt, mit denen sich die Exklusion messen ließe. Im Unterschied zu der traditionellen Armutsanalyse gestattet die Konzeption der sozialen Exklusion, die mehrfache Deprivation verschiedener sozialer Gruppen, die spezifischen Mechanismen, die sie verursachen, und das Verhalten zu untersuchen, mit dem dieser Zustand überwunden werden kann. In dem Bericht werden insbesondere die Ergebnisse des Projekts 'Entwicklung von Strategien zur Überwindung der Verarmung in der Bevölkerung Sibiriens' vorgestellt, das die Verfasserin 1995-1996 durchführte. Der aktivste Teil der Bevölkerung realisiert Adaptionsstrategien in Form von Unternehmertum. Der Bericht stützt sich auf Materialien soziologischer Untersuchungen der Verfasserin zum Kleinunternehmertum und seiner Verbindung zur Schattenwirtschaft. Die Arbeiten wurden auf der Basis gesamtrussischer Daten und regionaler Untersuchungen durchgeführt.' (Textauszug)

'The concept of social exclusion was widely adopted in the Western European countries as a complex approach to the analysis and solution of social problems that emerged on a particularly massive scale in the mid-70s: long-term unemployment, world-wide migration, 'new poverty'. These problems are not of a cyclic but a structural nature. The present study on the exclusion of the population in Russia (1993-1998) was a pilot project and was carried out even though the social statistics provided no indicators with which to measure exclusion. By contrast with traditional poverty analysis, the concept of social exclusion makes it possible to study the multiple deprivation of various social groups, the specific mechanisms that cause it, and the responses which can help to overcome this condition. The report focuses on presenting the findings of the project entitled 'Development of Strategies for Overcoming Poverty within the Population of Siberia' which the author carried out in 1995-1996. The most active part of the population is implementing adaptation strategies in the form of entrepreneurial activities. The report is founded on material from social studies conducted by the author into the small business sector and its links with the shadow economy. The works were carried out on the basis of all-Russian data and regional studies.' (extract)
